PROJECT:  Engineering and Replacement of Lobersterville Road Culvert

The Wampanoag Tribe is seeking proposals for the engineering, permitting and oversight of the replacement of the culvert on Lobsterville Road, located in Aquinnah, Massachusetts. The project is titled Tribal Common lands Ecological Enhancements and Resiliency Project in Partnership with the Town of Aquinnah, Massachusetts. The contractor selected for this work will be utilized on an as-needed and scheduled basis and will be working within Davis-Bacon wage scales. Planning efforts should begin in August 1, 2017 with anticipated completion by November of 2017.

        TASK 1:
Survey the existing conditions.
Prepare a Conservation Commission plan for a new culvert File an NOI with the Con Comm and DEP.
File an application w/ NHESP.
Survey the site for additional information and to update the survey.
Revise the Culvert plan based on NHESP comments. The revised plan eliminates all of the rip rap boulders.
File new Plan with the Aquinnah Conservation Commission, NHESP and Marine Fisheries and
obtain approvals.

Prepare Construction plans and specifications for the project Prepare Bid Documents and put project out for bid.

Construction Administration.
Prepare an as built plan during construction.
Request a Certificate of Compliance from the Conservation Commission.

Qualified and experienced individuals or firms must submit a proposal. Work is to be completed on an hourly rate basis. All work must conform to Davis-Bacon wage requirements. All proposals will be for the period of August 1, 2017 through January 30, 2018, unless expressly agreed upon by both parties. Proposals shall include:
  • A fee schedule.
  • A detailed estimate of hours required to address the needs identified in the Scope of Work.
  • Estimated costs for all materials, equipment, and services required to perform such work.
The contractor will be responsible for providing all equipment necessary to complete the work. Should non-customary administrative supplies be required to fulfill the project, markup on reimbursable supplies is not allowed due to the use of federal funds.

Work will commence at the earliest date possible after the contract signature.

“ATTN: Lobsterville Culvert RFP”. Bids will be reviewed at the Tribal administration building during regular work hours within five (5) days of the submission date. The funding for this project derives from a grant awarded to the Wampanoag Tribe of Gay Head (Aquinnah) and the Town of Aquinnah, Massachusetts from The Environmental Protection Agency Southeast New England Program for Coastal Watershed Restoration.


PROJECT:  Pre-Disaster Mitigation Plan

The department is currently accepting bids to update and redevelop the Tribe’s Pre-Disaster Mitigation Plan (PDM). The goal of the PDM plan is to reduce overall risk to the population and structures, while at the same time, also reducing reliance on Federal funding from actual disaster declarations.

Contractor Responsibilities:
The contractor would be responsible for updating the existing Wampanoag Tribe of Gay Head (Aquinnah) Pre-Disaster Mitigation Plan in accordance with current Federal Emergency Management Agency specifications and to include additional details of land holdings, infrastructure and Tribal goals as provided by the Natural Resources Department.  The Contractor will work directly with the Natural Resources Department staff and with FEMA when applicable. A copy of the existing Pre-Disaster Mitigation Plan document is available upon request.

*The bid will remain open until filled. The anticipated project completion date is September 29, 2017.

PROJECT:  Dune Stabilization along Lobsterville Road - December 2017

We are currently accepting bids to provide dune stabilization services. The contractor would be responsible for stabilizing newly formed dune on Lobsterville Beach by covering dredge spoils with coir matting and anchoring the covering in place to prevent sand loss. The contractor may also be called upon to plant appropriate woody plants to further stabilize and rebuild the dune. The Contractor will work directly with the Natural Resources Department staff. PROJECT:  2017 EPA Tribal Environmental Conference
November 1-3, 2017 Wampanoag Community Center

Event Set-up
We are seeking bids to provide the following services including but not limited to:
  • Audio/Visual set-up and troubleshooting
  • Food Service for continental breakfast, snacks and lunch for 3 days, including coffee, tea and other beverages
  • Services to provide dinner November 1st and 2nd
  • Trash, recycling and compost removal
  • Table and chair rental
  • Table and chair setup and breakdown
  • Custodial services
  • Other services as needed

New England Clambake
We are seeking bids to provide a New England Clambake dinner for a minimum of 30 people on Thursday, November 2, 2017. This bid should include a price per person, and include the cost to set up before and clean up after the meal.

Request for Proposals PLN2017-07 – Community Center Kitchen (Various Trades)
The department is seeking a licensed Construction Supervisor and licensed tradesmen for projects related to completing the community center kitchen project. Trades include, but may not be limited to: electricians, plumbers, fire suppression hood installation, and other functions.  Timeframe for completing the project is by September 30, 2017.

Request for Proposals PLN2017-0011 Christiantown Chapel Restoration
The department is seeking a qualified and experienced carpenter to restore the interior and exterior of the Mayhew Chapel in West Tisbury.  The scope of work includes replacing the siding, windows, exterior trim, entry door, ceiling, repairing the floor, painting, and other functions.  Timeframe for completing the project is as soon as possible.
